Just received this via an email. If this is really what is in this bill, why aren't we all hearing about how much it is going to cost us if we should decide to sell our homes?

If we are now going to allow someone to come into our homes and give us an energy efficiency rating, how on earth are all of the homeowners out there going to be able to afford to upgrade their private residences to meet the new regulations?
This is getting scary...
