The "Hockenberry Rule" implies that a person's disabilities are seen first, or in a much broader perspective, then then their God given talents or abilities. Provided below is a short poem of mine titled HOCKENBERRY RULE which partially addresses the aformentioned.

Pushing useless paper
And tracking with computer time,
There's no self-defining bureaucrat
Who can cut the chains
Of any disability crime. ~
